Paid Pocono Civic Association members can vote on proposed changes to the PCA Bylaws. Below, key proposed changes are outlined on the left, and a PDF of the "redline" is linked on the right.

We will vote on the proposed changes via online poll following the 10/7/2026 membership meeting.
Summary of Key Proposed Edits:

Removed reference to process for nominating PCA members that is not in use and has not been for some time.

Reduced frequency of required board meetings from quarterly to biannually. This does not preclude hosting more meetings if needed. Edits to reference two meetings instead of four appear throughout.

Clarified the minimum circumstances under which a membership vote is required: electing board members, dissolving or reorganizing the association, sale/lease/exchange/or disposition of assets. Allows for other matters to be submitted for a vote.

Clarified the process for submitting and passing a resolution.

Reduces the number of required board seats from 5 to 3 to allow for a “tie-breaker” vote and in recognition of the difficulty seating any board members at all. The 3 required board members are President, Secretary, Treasurer.

Eliminates required standing committees of the board. As with the edit above, we are unable to seat a full board at this time and have had a single committee volunteer over the last two years.

Adds clarifying language to the Finance section: establishing SOPs for financial management and audit of the books.
